The Independent National Electoral Commission (INEC) has announced plans to introduce a fully digital voter registration process and make Permanent Voter Cards (PVCs) downloadable, marking a significant step toward modernising Nigeria’s electoral system.

The initiative is part of the commission’s broader electoral reform agenda aimed at simplifying voter registration, improving accessibility, and reducing the challenges associated with the collection of physical PVCs.
According to INEC, the proposed system will enable eligible Nigerians to complete their voter registration online, eliminating the need for multiple visits to registration centres. The commission believes the digital platform will make the process more efficient, transparent, and convenient for millions of voters.
A key feature of the reform is the introduction of downloadable digital Permanent Voter Cards, which are expected to complement or eventually reduce dependence on the traditional physical PVC. The move is designed to ease voter identification while leveraging technology to strengthen electoral participation.
INEC explained that the digital transformation aligns with global best practices and reflects the commission’s commitment to adopting innovative technologies that enhance the credibility and integrity of elections.
The commission also assured Nigerians that robust cybersecurity measures and data protection protocols would be put in place to safeguard voters’ personal information and prevent electoral fraud.
Election observers and civil society organisations have welcomed the proposal, describing it as a progressive step that could increase voter participation, particularly among young people and Nigerians living in remote areas.
However, stakeholders have urged the commission to ensure adequate public sensitisation, reliable digital infrastructure, and legislative support before the new system is fully implemented.
If successfully introduced, the reforms are expected to reduce administrative bottlenecks, improve voter experience, and strengthen confidence in Nigeria’s electoral process as preparations for future elections continue.
